Description
We would like to turn off the swipe and tap gestures on the top instructions banner so that we can add our own button elsewhere on the UI to manually present the StepViewController.
**Mapbox Navigation SDK version:0.31.0**

Research direction
Start by locating the StepsViewController and the top instructions banner implementation in the Swift SDK, then inspect how its swipe and tap gestures trigger presentation. Done means those gestures can be disabled and an external UI button can present the StepViewController programmatically; no test file is named in the issue.
