Description
In some cases, customers need to provide their own native library loader. Similarly to Mapbox Maps and Search SDK, it'd be useful if Nav SDK supported external native loaders as well.
See https://github.com/mapbox/mapbox-base-android/blob/master/MODULARIZATION.md for code examples and more information.

Research direction
Start by reading the linked mapbox-base-android MODULARIZATION.md examples and comparing how external native loaders are supported in the Maps and Search SDKs. The issue names no Nav SDK files, tests, entry points, or acceptance criteria, so identify the relevant loading integration and define validation for externally supplied loaders before implementation.
