Description
**mapbox-gl-js version**: 1.5
**browser**: Chrome
### Steps to Trigger Behavior
1. Add a marker on the map with draggable = true
2. Drag marker to the edge of the map
### Expected Behavior
Map pans automatically when reaching the edge of the map.
### Actual Behavior
Map doesn't automatically pan.
Is this a bug or isn't it possible with the Mapbox GL JS library? I'm switching from Leaflet and Google Maps and there map pans automatically in this case..

Research direction
Reproduce the reported steps in Chrome with Mapbox GL JS 1.5: create a draggable marker and drag it to the map edge. Investigate the marker-drag behavior and verify that the map viewport pans automatically at an edge without breaking normal dragging.
