Description
When loading tiles from a vector tile data source for the first time, sourcedataloading is fired followed by sourcedata (sometimes multiple times each). However, if existing tiles are being reloaded, sourcedataloading is not fired at all, though sourcedata is still fired. This is annoying, as I'd like to show a visual indicator whenever a layer is loading new tiles. Is there any way to do this, or is this a bug?

Research direction
Start by reproducing the difference between initial vector-tile loading and reloading existing tiles, focusing on the sourcedataloading and sourcedata event sequences. Done means reloads emit sourcedataloading consistently when new tiles are loading, with coverage for both initial loading and existing-tile reload behavior.
