Follow up for https://github.com/mapbox/mapbox-gl-js/pull/10417/

  • try to remove mustQueue completely
  • switch actor.send to an options argument
  • see if callback metadata can be simplified somehow
  • make sure its clear what is executed immediately and what is scheduled for later execution
