Z-Order on overlapping UI

When interacting with the draw tools there is some adjustment needed in the z-order of tool prompts and drop downs from the tool menu itself.
This screenshot demonstrates the poor UX.

Reproduce the overlap while interacting with the draw tools, using the attached screenshot as the visual reference. Trace the tool prompts and tool-menu dropdowns in the frontend and identify their current layering behavior. Done means the prompts and dropdowns appear in the intended z-order without obscuring one another.
