What happened?
The rain effect overlays the entire window (the entire tower). I would suggest that the rain drop effect should only be visible in places where there is some transparency (eg through windows - large windows in sky lobbies should be able to show the rain). In the original game the rain did not cover the building which made it feel "cozy" inside out of the weather. Very minor thing but it is something I noticed compared to the original.
