Problem / motivation

Gated: needs a spec + art. Owner-requested 2026-07-08 (real-game reference: the New Tower shot from the harness). The 1994 game renders a parallax city silhouette behind the player's tower, a teal building skyline on the horizon, day/night palette-swapped. Add a graphical background cityscape layer behind our tower; it must respect the global dusk/dawn tint ramp rather than per-sprite lighting (see the authenticity-checklist row: the original's day/night is a palette swap, resource 0xFF03). Cosmetic/atmosphere; no save impact.
