Issue with ABR switching to highest variant available

Hi All,
I am testing HLS playback using flash chromeless player. I have the download speed 65Mbps and upload speed 62Mbps. Despite enough bandwidth, I am seeing following issues
- Playback will not switch to 5Mbps variant most of the times even when there is enough bandwidth available
- Playback stays at max of 3.6Mbps and falls back to lower variants at times
System SPEC:
Windows-10 latest patch, HP laptop - i7 processor, 8GB Memory, Chrome browser-72.0.3626.109-64-bit
Has anybody seen similar issue? Any directions will be appreciated.
