Description

Add a new scope to group features that we know should occur close to each other (within x instructions or within y basic blocks [we'll likely have to fix x and/or y]).

Could also be a precursor to real call scope (#771).

Only should do this if it's really useful (enough) given the potential work on this.

Also related: #502

Research direction

Start by reviewing related issues #771 and #502, then assess whether narrowing feature occurrences by instruction or basic-block distance is useful enough to pursue. Done would require an agreed scope definition and a clear implementation plan, but the issue names no files, tests, or entry points.
