Current behavior

Within an editor when I type # to link to another item, nothing happens. Using the @ works properly to mention another person.

Steps to reproduce
  1. open a work item
  2. type # in the editor -> nothing happens -> expectation: at least after starting typing a list with matching item titles should appear to be selected as link within the text box.
