[bug]: Transfer all work item

Is there an existing issue for this?

Current behavior
When i have a work item in Cycle1 like this:
- A work in Progress
- A1 work Done, sub item
- A2 work in Progres, sub item
I click "Transfer work items" in cycle page, it will move all work item to Cycle2 include A1
I think the right action only move A and A2. A1 left in Cycle1. When i check the done Cycle1, i could see what work items done in here
Perhaps this is not a bug, but the meaning of this transfer task needs to be discussed or clarified
