[bug]: Inbox "All" and "Mentions" are unclear/incorrect

Current behavior
When I go to my inbox I have two options "All" and "Mentions". Based on the word "All" I would expect it to be a stream of activity that includes mentions. However looking between the two mentions are kept in one, and the other notifications go in the "All" Bucket.
Either "All" should be renamed, or Mentions should also appear under this inbox category.
Steps to reproduce
- Go to your inbox
- Review notifications in "All"
- Click "Mentions"
You will likely notice recent mentions don't show in the All box at all.
