[bug]: Project Intake tab does not load inbox on first load

Current behavior
When navigating to the Intake inbox on a project, the default tab is set to Open and any items are counted in parens display. However, no items are displayed in the list and No open work items is displayed. Navigating to Closed and back to Open fixes the issue. Refreshing also fixes the issue.
When navigating to the Intake inbox on a project, Open items should be loaded on the first load, like below.
Steps to reproduce
- Create a "Work Item" on a project
- Go to the project with
Intakeenabled on a separate browser/account. - Select
Intakefrom the project views.
