[0.1.21] 更新后窗口频繁自动抢焦点至桌面最上层

## 现象
升级到 0.1.21 版本后,Cindy 窗口会频繁自动从后台弹出抢焦点,强制跳到所有窗口的最上层,用户正在做其他工作时会被反复打断,平均安静约 2 秒就会跳回。

## 复现步骤
1. 将 Cindy 更新到 0.1.21 版本
2. 把 Cindy 窗口切到后台,焦点放在其他应用上
3. 观察:只要 Cindy 有动静(如收到回复、tokens 更新),窗口就会自动弹到最前面
4. 用户切回其他应用,约 2 秒后又可能自动跳回
