维护者确认：#4519 文件树右键「添加到对话」

## 这次改了什么
在 Desktop 右侧文件树的文件右键菜单增加「添加到对话 / Add to chat」。点击后把该文件作为现有 mention 标签插入当前任务输入框，保留草稿并聚焦输入框，由用户自行发送。不包含文件夹/批量添加、筛选结果菜单，也不改上传或解析链路。

## 为什么需要维护者确认
当前确认门的 currentBlocker 是 **product**：
- 这是 feat，且改到 ChatInput、FileTreeView、FileBrowserBody 等用户可见 UI。
- 用户看得见的变化：文件右键菜单新增入口、输入框出现文件引用标签、输入框未挂载或锁定时提示稍后重试。
- 这不是内部逻辑/零像素差异，不能按纯技术改动豁免。

同时命中 **rules** 路径 `docs/design-rules/design-inventory.md`。对照完整 diff，该文件只是 `pnpm design:inventory` 刷新的生成台账（快照日期与 `desktop.chat.files` 计数），没有改审查规则正文或判据含义。本次仍按 product 门请求确认。

## 请维护者做什么
请直接在 PR 上 **Approve** 放行讨论门；若交互范围、失败提示或独立侧栏行为需要改，请 **Request Changes**。不要只在评论里表态。
