PR #4408 需要维护者确认：Mobile Orca Lead 限额 Resume 交互

## 这次改了什么
Mobile Orca 会话仍保持编排只读，但 Orca Lead 在目标处于额度限制 `usageLimited` 时可以点 Resume 继续自己的目标。Worker 以及其它协作目标状态继续禁用 Resume。

## 为何需要维护者确认
这不是纯内部逻辑或零像素差异：Resume 按钮的可点状态、禁用样式与无障碍 `accessibilityState` 对用户可见，并改变了额度限制场景下 Lead 能否从 Mobile 恢复目标的交互流向。

请维护者直接在 PR 上 Approve 放行；若需要作者修改，请 Request Changes。
