PR #4405 需要维护者确认：浏览器强制刷新入口

## 这次改动

PR https://github.com/makecindy/cindy/pull/4405（`feat(browser): add current-tab reload without cache`）在桌面端浏览器「更多」菜单新增「强制刷新页面（忽略缓存）」入口，并接入 WebView / 原生 popup 既有刷新路径；同时补了五语文案。
