## 这次改了什么

- 伙伴 helper 新增 bots 类工具 `send_to_existing_session`：经 Host 权限卡确认后，向用户指定的已有普通任务持久队列投递一条消息。
- 同步改了 Desktop Host 归属/授权/入队、MCP 工具注册、五语言文案，以及产品规则 `docs/product-rules/cindy-bots-runtime.md`。
- 作者说明：不开放通用 handoff/control/history，不新建替代任务，失效目标明确拒绝。

## 为何需要确认

1. **规则文档**：`cindy-bots-runtime.md` 新增一条运行时契约，定义跨任务投递的授权、执行位置展示、幂等与出队拒绝语义。这是审查判据自身变更，不是机械编辑或纯注释同步。
2. **架构**：核心路径约 801 行、总 diff 841 行，触及 maker-ipc Host、输入协调器与 helper MCP。这是新的跨任务输入能力，不是已有功能的局部修补。

请维护者直接在 PR 上 **Approve** 放行讨论门；若要求作者修改，请 **Request Changes**。普通评论或摘标签不构成通过。
