## 这次改了什么

为 scheduler/routine 补官方 Telegram 已绑定本人私聊的主动正文投递：Host 发送桥、定时 MCP 工具、owner-scoped 持久回执、`telegram-dm-send-v1` 与进程 epoch 协商，以及配套协议字段。

同时改了审查规则文档 `docs/product-rules/telegram-bot-parity.md`：台账第 2 行从「msg.op 动词只接了一个」改为「已接表情与定时主动正文」，并新增「官方本人 DM 主动投递补充」。

## 为何需要确认

1. **规则文档**：`telegram-bot-parity.md` 是两个 Telegram bot 的能力台账与审查判据。本次不是机械编辑，而是改写既有差异行并新增产品契约说明，后续审查会按新口径判断官方 bot 出站是否已接线。
2. **核心路径**：desktop hook-control、scheduler MCP、slack-hook-protocol 合计约 630 行核心改动（≥150 行阈值），新增跨进程持久 claim、协议能力门和官方 Bot 出站入口，属于架构级出站路径，不是局部 bugfix。

作者 FicoHub 不是维护者，当前也没有维护者 Approve。
