## 这次改了什么

Tencent Local Harness 集成的第一块地基，包含：

1. 本地 Markdown issue tracker 约定（`docs/agents/`、`.scratch/` spec/ticket、ADR-0001、CONTEXT.md 术语表）。
2. 根 `AGENTS.md` 新增 Agent skills 索引，指向上述 tracker / triage / domain 文档。
3. Desktop Main 新增 `apps/desktop/src/main/harness-runtime/`：owner 作用域 runtime profile 存储、可执行身份探测、Main-only launch resolver（当前无生产接线）。

作者声明无 UI、无 adapter 接线、无用户可见行为变化。

## 为何需要维护者确认

本 PR 同时命中三类确认门，不能按 bugfix / 纯技术小改动豁免：

- **产品（currentBlocker）**：标题与模板均为 `feat`，新增产品能力地基（本地 Harness runtime profile 与集成契约），不是既有功能修补。
- **规则**：改到根 `AGENTS.md`，新增 Agent skills / issue tracker 工作入口，属于审查判据与 Agent 工作约定自身变更。
- **架构**：核心路径 `apps/desktop/src/main/harness-runtime/**` 约 1209 行，全 PR 约 2775 行；新增 Main 独占的可执行审批、探测与 launch 解析边界。

请维护者直接在 PR 上 **Approve** 放行讨论门；若需要作者修改，请 **Request Changes**。不要只在评论里表态。
