## 问题描述

在新对话界面尝试通过 UI 按钮切换模型时，系统提示「当前状态下无法执行此操作」，无法完成切换。

## 复现步骤

1. 打开新对话
2. 点击 UI 界面上的模型切换按钮
3. 尝试从 Sonnet 切换到 Grok
4. 收到错误提示

## 实际行为

每次尝试切换模型都会显示「当前状态下无法执行此操作」，无法切换成功。

## 期望行为

用户应该能够在对话过程中随时切换不同的模型，以便针对不同任务使用适合的模型能力。
