这条 PR 要把 Grok Build 做成和 Claude Code / Pi 同级的 Cindy 托管 harness（走 Cindy 模型面与计费，而不是独立 ACP / `grok login`）。自动审查不能代为放行，需要维护者确认后再合。

当前触发：
1. 产品 / UI：feat，并改到模型选择、权限选择、设置、侧栏图标、用量等界面路径。
2. 插件基座：改到 `apps/desktop/src/main/cindy-brain/errandPrefsStore.ts`。插件基座改动会作用到全部已装插件，不因「看起来像接线」豁免，需要维护者明确确认存量插件兼容。
3. 架构：核心路径约 1064 行，总 diff 约 1634 行。

请维护者直接在 PR 上操作：

- 需要改：在 PR 上 Request Changes；作者改完后再 Approve 即放行。
