The public Web Search capability has remained unavailable for more than 24 hours because every search request is rejected as too frequent.

### Observed behavior

The Web Search plugin reports a normal ready state, but even a minimal search request continuously returns: “Cindy AI 搜索请求过于频繁，请稍后再试”.

### Expected behavior
