Description
PR #3858 给内置 OpenAI 供应商加了「使用当前 Codex CLI 账号」操作：Cindy 未连接且本机已有有效 Codex CLI ChatGPT OAuth 时，用户可明确选择该账号，不必再走浏览器登录。
这会改变设置页供应商区域的可见入口、文案和登录交互，并新增 `local-cli` 登录模式（复用系统 Codex OAuth 链接、不复制 token）。产品上需要确认：
1. 是否接受这个「一键采用本机 CLI 账号」的入口与文案；
2. 断开 Cindy 不退出系统 Codex、只有用户明确操作才解除持久断开边界，这个安全边界是否符合预期；
3. 本次明确不做完整多账号管理，这个范围是否可以合入。
