维护者确认：#3404 供应商 manifest 深链

PR #3404 新增 `cindy://settings/providers?manifest=` 供应商 manifest 深链：主进程受限拉取、专用校验、用户确认屏，再预填「添加供应商」向导。

这是面向用户的新入口和确认流程，不是既有功能修补。同时改动了深链解析、IPC、preload、model-providers 校验和设置页 UI，属于产品方向 + 架构面，需要维护者确认后再合。

请维护者直接在 PR 上 Approve 放行；若要改，请 Request Changes，作者改完后再 Approve。

另外：当前 PR 描述缺「风险」段落，格式门未过。确认过程中作者可先补上。
