维护者确认：#3002 官方 hook 视频附件与 Telegram 对齐台账新增有意差异

PR #3002（fix(desktop): deliver generated hook videos）触发了维护者确认门。

当前在拦的触发是 **rules**（并同时命中 arch：核心路径 ≥150 行）。

## 为什么需要确认

1. **规则文档**：`docs/product-rules/telegram-bot-parity.md` 新增第 5a 行，登记「工具生成视频的附件回流只有官方 bot 支持」，个人 bot 明确列为有意缺口。这不是排版/错别字，而是审查判据与产品对齐台账的实质变更。
2. **产品口径**：官方 hook 开始把 `tool_result` 里的视频当附件外发；个人 bot 仍只记日志并跳过。需要维护者确认：这次只修官方路径、把个人侧列为有意不同，是否符合 Telegram 对齐策略。

## 怎么确认

- 可以直接在 PR 上 **Approve**，门即放行。
- 如果需要修改，请在 PR 上 **Request Changes**；作者改完后重新 Approve 即可。
- 普通评论或摘标签不构成通过。
