Description
PR #3200（feat）在输入框草稿引用块 QuoteChip 上新增 hover 才出现的删除按钮，让用户可以一键去掉单条引用，而不用选中整个原子节点再删。
这是用户看得见的交互变化：草稿引用块右上角多了一个删除入口；已发送消息里的引用块不出现该按钮。
