Description
PR https://github.com/makecindy/cindy/pull/3185 把 Git `safe.directory` 从各 profile 的 userData 改到 OS 用户级共享文件，并在 `docs/dev-rules/credentials-and-local-storage.md` 新增「OS 用户级共享集成状态例外」一节。
这不是排版或措辞修正：审查清单从此允许一类登记过的数据落在 `appData` 而不是 `userData`。请维护者确认：
1. 这条例外是否应该写进凭证/本地存储规则；
2. 当前唯一登记项（`/CindyShared/git-safe-directory.config`）的范围、生命周期和撤销方式是否可接受；
3. 实现是否仍满足「不把凭证或 profile 私有状态放进共享目录」。
