维护者确认：PR #3104 并发权限卡排队展示

PR https://github.com/makecindy/cindy/pull/3104 修复同一 assistant 消息里并行 tool_use 时，后到权限卡覆盖先到卡、被覆盖请求只能等满 600s 超时的问题，并改为排队展示。

用户会从「每次只看到一张、先到的会消失」变成「按队列逐张确认」。这是用户看得见的交互流向，请维护者确认：

1. 并发权限卡排队展示是否符合产品预期。
2. 与 #3092 描述的超时根因修复是否只落在这一条产品路径上。
3. 是否还需要单独的界面说明/空态，而不是只改 store 队列。

确认方式：直接在 PR 上 Approve。需要修改就 Request Changes，作者改完后重新 Approve 即放行。普通评论或摘标签不构成通过。
