## 使用场景
日常个人开发中,频繁执行常规命令(如构建、测试、拉取代码)时,每次都需要在弹卡中手动批准,体验拖沓。

## 当前痛点
目前只能在实际执行时弹卡临时批准,批准后也仅能逐步积累规则,没有一个地方可以**提前**查看、编写和管理「哪些操作自动放行」的规则。这导致:
- 常用操作反复弹卡,需要手动确认
- 规则只能在使用过程中被动积累,无法预配置
- 缺少工具级、命令级或类别级的细粒度控制

## 期望结果
在 Cindy 的设置界面提供一个「自动审批规则」管理入口,允许用户:
- 按工具维度(如文件编辑、终端命令)配置规则
- 支持命令、命令类别/前缀等不同粒度
- 查看、添加、修改、删除已配置的自动审批规则
- 仅对明确配置的规则生效,未配置的操作仍按现有流程弹卡确认

## 建议范围
本功能属于功能建议(Feature Request),不涉及具体 Bug;建议在现有「会话级权限档 + 逐命令审批 + 豁免规则」模型之上,增加可预配置的规则管理界面,保持向后兼容。
