维护者确认:Claude Opus 归因修正触及规则台账与 IM/手机 UI(#2562)

## 背景

PR #2562 修正 IM 与手机版的 Claude Opus 错误归因,同时改动了三处敏感面:
1. `docs/product-rules/telegram-bot-parity.md` 台账新增「请求级归因与安全文案」行并更新失败收口两处措辞——这是审查判据自身变更;
2. 命中桌面 UI 路径(makerChatStore、visualMock、InlineQueueSection 等);
3. 核心路径改动 564 行。

## 为什么需要维护者确认

telegram-bot-parity 台账是双 bot 行为差异的唯一登记处,新增行等于裁定新的共享行为;加上 UI 与核心路径改动,需要维护者确认归因修正的方向与台账登记是否与实际代码一致。

## 确认方式

维护者直接在 PR #2562 上 Approve 即放行;需要修改就 Request Changes,作者改完后重新 Approve。
