维护者确认:docs/dev-rules 新增「冻结最终门禁」规则(#2554)

## 背景

PR #2554 在 `docs/dev-rules/development-workflow.md` 新增三条规则:最终门禁绑定冻结快照、门禁环境可复现且与产品故障分层、终止外层命令后先核验进程树与锁。

## 为什么需要维护者确认

`docs/dev-rules/` 是仓库规则正本,agent 与所有贡献者都会照此执行;新增规则会改变后续所有提交与测试的行为边界,属于规则含义的实质变化,需要维护者明确确认这三条规则的措辞与执行边界。

## 确认方式

维护者直接在 PR #2554 上 Approve 即放行;需要修改措辞就 Request Changes,作者改完后重新 Approve。
