## 现象
用户反馈今天更新 Cindy 后，之前安装过的插件不见了。重启 Cindy 后仍然没有恢复。

在当前对话中检查插件状态时，插件列表返回：当前没有已启用的插件。

## 复现步骤
1. 更新 Cindy。
2. 打开 Cindy。
3. 查看侧边栏「插件」。
4. 发现之前安装过的插件不在或没有启用。
5. 重启 Cindy。
6. 再次查看插件状态，仍然没有恢复。

## 期望行为
更新后已安装插件应保留；如果因兼容性需要停用，也应在插件页中保留记录，并允许用户重新启用或看到明确说明。

更新后插件列表为空或没有已启用插件。用户之前安装过的插件未恢复。
