维护者确认: product + pluginBase 改动 (PR #2391)

## 维护者确认请求

PR [#2391](https://github.com/makecindy/cindy/pull/2391) 因以下原因触发维护者确认门：

**product**: feat 类型 + 命中 UI 路径（GhostPluginDetailView.tsx），属于产品功能新增，需维护者确认交互与体验方向。
**pluginBase**: 改到插件基座（cindy-brain/ghostToolPermissionsStore.ts 等），影响全部已装插件的权限模型，需维护者对存量插件兼容明确确认。
