## 现象
重启后插件中心的已安装插件全部消失,插件管理页中完全找不到。App 重启和电脑重启都会触发。

## 复现步骤
1. 安装若干插件中心的插件(如 .cindy 能力包)。
2. 重启 Cindy 应用(或重启电脑)。
3. 打开插件管理页,发现已安装插件全部消失,需要重新安装。

## 期望行为
重启后已安装插件应保留并正常加载,不需要重复安装。

## 实际行为
重启后已安装插件全部消失,插件管理页中不再显示。
