TapTap Maker 插件每次重启 Cindy 后自动消失

## 现象
安装 TapTap Maker 插件（id: taptap-maker, v0.0.28）后可以正常使用，但每次重启 Cindy 客户端后插件就消失了，ghost_list 返回空列表，需要重新安装才能使用。

## 复现步骤
1. 在 Cindy 侧边栏「插件」中安装 TapTap Maker 插件
2. 使用 `$taptap-maker maker_status` 等命令，插件正常工作
3. 关闭并重新打开 Cindy 客户端
4. 再次使用 `$taptap-maker` 命令或 `ghost_list`，插件已不存在

## 期望行为
安装的插件应在重启后保持可用，不需要每次重新安装。

每次重启 Cindy 后 TapTap Maker 插件消失，需要重新安装。
