**现象**
当前 session (2026-07-30) 中 agent 工具列表缺少以下工具：
- `ghost_forge_guide` — Cindy 插件开发文档/指南
- `ghost_forge_pack` — Cindy 插件打包工具
- `cindy_helper` MCP server（list_tools / call_tool / submit_github_issue 等）— 导致无法通过正常流程提交反馈

以上工具在 2026-07-29 的 rollout 中均正常可用。

**复现步骤**
1. 更新 Cindy 到最新版本（版本更新记录中明确提到了相关文档/工具改动）
2. 启动新 session
3. 检查 agent 可用工具列表 → 上述工具全部缺失

**影响**
- Agent 无法获取 Cindy 插件开发相关文档和指南
- Agent 无法执行插件打包操作
- Agent 无法通过 cindy_helper 提交 GitHub issue 反馈（本次 issue 即因此需手动提交）
