Add a filter to show project that used zerover previously, but shifted to a different scheme

Description
Currently, the table displays zerover projects, however, once they switch, they are no longer visible in the table.
For example, scikit-learn switched to a different scheme: https://github.com/mahmoud/zerover/issues/260
It would be fair to display emeritus table or something like that.
