Description
### Scope
Require the entitled beneficiary's signature and a matured `PayoutTimelock`. Pay the recorded amount at most once and close the payout record after payment.
**Conditional scope:** this instruction is needed only if dispute resolution delays payouts. If `ResolveDispute` pays immediately, a separate claim instruction and timelock account are unnecessary.

### Outcome
Claim delayed dispute payouts through `ClaimPayout` if the protocol uses a payout timelock.
