Description
### Scope
Require an active verifier bond and the signature of the verifier selected for this commitment, while the challenge window is open. Use the selection stored on the pending commitment; later registry changes must not replace it. Duplicate approvals must not increase the approval count.

### Outcome
Record the selected verifier's approval through `ApproveCommitment`.
