Description
### Scope
- Require a finalized operator buffer bound to the same account, commit id, and operator; reject missing, incomplete, or mismatched buffers.
- Bind the state hashes to the delegation and commitment context, and snapshot the registry revision and applicable protocol parameters.
- Select exactly one eligible verifier by round-robin, excluding the operator. Reject if none is available and advance the registry cursor by the number of entries scanned.
- Store the selected verifier and start the challenge window when posting succeeds.

### Outcome
Post an active account-state commitment through `PostCommitment`.
