Description
### Scope
Require both the operator and protocol-authority signatures. Create the operator-specific `OperatorBond` and credit the deposited stake under the protocol's minimum-bond rules. Legacy fee vaults and whitelists are not protocol stake; admission must use the v2 bond account.

### Outcome
Register an operator and deposit slashable stake through `RegisterOperator`.
