Start with PhpTypeMetadataParserUtil.java:489 and trace the call from NewInterfaceForServiceDialog through NewWebApiInterfaceAction. Reproduce using PhpStorm 2022.3 with plugin 5.0.0 and inspect the PhpDocUtil.getDescription call; done means the New Web API Interface action no longer raises this NoSuchMethodError.
