Chandra Pyromacer + Regulator issue


When copying [[Chandra, Pyromaster]] +1 with [[Chandra's Regulator]] and changing the target player I can't choose a creature of the new player, only from the original player and allow me to change it which is an illegal move (the original target was the creature to the right _Shaman of the Forgotten Ways_ and the new one from the copy is _Avacyn's Pilgrim_)

No source files, tests, or entry points are named. Reproduce the Chandra, Pyromaster and Chandra's Regulator copy flow, changing the target player and comparing the available creature choices. Done means the copied ability permits selecting a creature controlled by the newly chosen player and does not retain the original player's target.
