Possible bug with [[Yasova Dragonclaw]] + [[Teferi's Protection]] with no creatures targetable

Hello,

In a commander game just now, a player stated they were stuck when [[Yasova Dragonclaw]] triggered. I had cast [[Teferi's Protection]] during the previous main phase in response to a spell. We speculated the player may have been stuck because the game thought there were creatures targetable by [[Yasova Dragonclaw]] when there were not.
