So when these two cards are on the table at the same time it makes it so you cant choose which creature you want to attack with... it only lets you attack with the first creature on the table... which is exploitable...

Reproduce a game with Fumiko the Lowblood and Silent Arbiter on the battlefield, then trace the attack-selection behavior when both cards are present. Done means the player can choose any creature that is legally able to attack instead of being restricted to the first creature on the table.
