Replacement effects: non combat damage from red source with Burrenton Forge-Tender and Soul-Scar Mage

Description
The following behaviour was observed on day 18 of November 2020 on version 1.4.46v0(2020-11-10)
Player A controls Burrenton Forge-Tender and Thalia, Guardian of Thraben.
Player B controls Soul-Scar Mage and casts Lightning Bolt targeting Thalia. Player A sacrifice Burrenton Forge-Tender choosing Lightning Bolt.
Player A is prompted to choose a replacement effect to apply first. Choosing the prevention effect first still applies the second replacement effect not modified and kills Thalia as a state-based action for having less than 0 thoughness after having three -1/-1 counters put on her.
Rollback to start of turn and repeating the process choosing the other replacement effect first kills Thalia too (this is expected).
Some rules that really make me believe this is a bug:
**615.6.** If damage that would be dealt is prevented, it never happens. A modified event may occur instead, which may in turn trigger abilities. Note that the modified event may contain instructions that can’t be carried out, in which case the impossible instruction is simply ignored.
And the whole rule **616** with particular consideration to:
**616.1e** Once the chosen effect has been applied, this process is repeated (taking into account only replacement or prevention effects that would now be applicable) until there are no more left to apply.
