New game mode: rarity restriction (i.e. Magic Duels)

Is it possibile to implement a rarity restriction mode or format like magic duels ? (4 commons ,3 uncommons,2 rares and 1 mythic rare)

Duels format can be rarity restriction ,including all sets since magic origins like magic duels game
If multiple printings exist, the rarity of the card is the lowest rarity at which it was printed in a currently Standard-legal set.
