Lich's Mirror not shuffling in cards controlled by other player

Just had a game in which Lich's Mirror didn't shuffle in a Platinum Angel that got taken control of by Memnarch.

That Lich's Mirror also shuffled in a Banishing Light that had exiled another player's Kambal (was sent to the Command zone as a replacement), and as far as I know, when Journey effects using Banishing Light templating exile a commander and the exiling is replaced, the commander still returns on BL leaving.
